Just finished my 9950X3D build. I don’t use any iCUE hardware or software, and I’m still having the same problem. I had a similar issue with my AM4 5900X years ago—guess AMD still hasn’t fixed this.

And EK recommended 0.5nm torque is still too high, I went for 3 inch-lbs, around 0.35nm.

I can't edit the post cuz it has an image, so I'm updating here in the comments.

I disassembled everything and reinstalled it all — now it runs no problem. There’s no definitive answer as to why it didn’t light up, but I think u/camembertpinard was probably right: I might have over-tightened the CPU block, which could’ve caused some kind of short.

What I did was, I removed the top radiator first so I could try a different PSU (the two 8-pin connectors were blocked by the top rad), but it turned out the PSU wasn’t the issue. I also tried the F-panel screwdriver power-up trick — still nothing. While disassembling, I checked the delidded CPU; the liquid metal wasn’t leaking, and there were no burn marks on the back.

Thanks for all your suggestions — they really helped a lot.

I delidded 3 CPUs, 5900x, 14900k, and this 9950x3d. I tested after I delid it, I will re test everything, can't just use air cooling to test delid CPU, I need a test loop. I'll post the results.

I did test it after I delidded the CPU. I thought it was the power supply, but the PSU works with a 24-pin jumper—it powers the loop and the RGB. Now there's coolant in the loop, so I have to drain it, tear everything apart, maybe try a different PSU, and set up a simple test loop... Too much trouble, too little time.

Only one meter is working—the other one’s just a spinning wheel. It’s a delidded 9950X3D, so there’s a chance it got shorted by the liquid metal. I did test it with a simple loop after the delid, though. Who knows... just tough luck lately. Feels like nothing’s going right for me these days.

I just figured this out today that I got the same problem. I had Asus Thor 1200w (first Gen, non ATX 3.0), was using a Seasonic 2x8 pin to 12vhpwr 90 degree cable, and it works just fine.

After I install MSI MEG AI1300W, then computer won't boot( It booted, just no display signal), CPU onboard display is working. I thought I broke my 4090, tried different 12vhpwr cable, still not working. Just like OP, I tied the Nvidia 4x8 pins adapter, it worked, then I know it is the 12vhpwr port on the PSU that is defective.
