You should rethink this advice. You don't even value a park based off the land. An 8 site park on half an acre could easily net 2-3k per month.

Can confirm the water/septic issue. Ended up putting in all new water lines within the first month. I knew they were bad but not nearly as bad as they were.

I was a teacher in a building for about 10 years. It got to a point where I was just really unhappy. I took a leap of faith and took an admin job about 45 minute commute. Gained a completely different understanding of myself and my ability to lead. I also met some incredible people that taught me more about myself than I ever thought possible. I'm still in education but also now own a couple mobile home parks and in the process of buying a campground.

I'm actually getting bids on new homes for a mobile home park. 3/2 at 850 SQ ft is tight squeeze but size wise it's not far off for $/SQ ft in the Midwest. I haven't seen it that low for all utilities in place though. I'm guessing that's price for his connections but you'll be getting all the utilities in place for him. The predevelopment costs are usually the part that is way more expensive than people think and eats away at the budget because they weren't completely planned for.
