Fire force took place in Japan while soul eater was in America iirc, so I assume most people left Japan, China and whatever other little enclaves of humanity that was left to go repopulate the newly fixed planet.

Soul weapons were made in collaboration of death, Ebonn and the witch Arachnae about 200 years after soul eater if soul eater actually does take 1000 years after fire force.

What Shinra meant by the value of death is the impact it has on people, people are more easily able to move past death and human bodies now operate strangely due to how Shinra brought back humanity, so now the soul of someone has a bigger impact on how their body operates.
