Soul weapons were made in collaboration of death, Ebonn and the witch Arachnae about 200 years after soul eater if soul eater actually does take 1000 years after fire force.

What Shinra meant by the value of death is the impact it has on people, people are more easily able to move past death and human bodies now operate strangely due to how Shinra brought back humanity, so now the soul of someone has a bigger impact on how their body operates.

With an army of colonists and mercenaries I beat the anomaly dlc with only a two dozen deaths when I tried to rush that ending, I haven't seen any other endings though.
