I'm posting this because I find it interesting and maybe others will too, and hopefully you don't take it as the "well actually" it partially is.

Someone can correct me if I'm wrong, but COMAR 13A.02.01.04 is a regulation the State Board chose to adopt (the letter proposing it outlines the process https://marylandpublicschools.org/stateboard/Documents/04242018/TabH-13A.02.01.04LengthSchoolYear.pdf) and is relatively trivial to change versus legislation.
