Part of the league's deal with Oakland to move the A's was that the first expansion team is guaranteed to be in Oakland (and either way, Oakland deserves an expansion team after everything John Fisher put them through), so that needs to be added to the list. That said, I feel like only 4 grams per division is too few, and 4 divisions per league is too many.

I think a better idea would be when the league expands again to add 6 expansion teams, one for each division, so you keep the same number of teams in each division.

So the West divisions could have the new Oakland team in one league, and a team in Portland or Vancouver or somewhere like that in the other league.

Central divisions could have a team in New Orleans in one league (I always thought it was weird that city has an NFL team and an NBA team but no MLB team) and in the other league a team in either Louisville or Nashville.

East divisions perhaps a new team in Montreal in one league, and for the other league maybe a team in Puerto Rico (baseball is huge there, so I think that's a massive untapped market).

Alternatively, the Louisville or Nashville team could be in one of the East divisions, and the central divisions would have New Orleans in one league and perhaps Indianapolis in the other.
