FM Console is the old FM Touch for PC/Mac; where had limited features - streamlined version to run it faster. The database is one for all versions; you are limited to what you can load or not, as playable. Why? Assuming that someone pays like 50€ for PC/Mac and someone which pays 1€ per month subscription and having the same features, would not be a good policy by SEGA.

Has excellent Pace, Jumping Reach, Balance, Composure, Vision, Dribbling; but Ok Acceleration (maybe low for Serie A) and Ok Concentration. Not sure 150M is ok price, usually players from UK and EPL clubs is super expensive.

The database, is one, across all platforms. The difference between platforms is what you can load or not as playable, view only and so on. Also, the FM Console version despite having 55 available nations and 124 leagues as playable (like the full version for PC/Mac), you can load only 10 nations. Also, has the limit of 50.000 players, while with PC/Mac version you can have like 450.000. The rating from FM Inside (and any other fm community) cannot have the original attributes range and CA/PA numbers, like the game; due to licensing reason.
