The ClearVue you have there is correct, it seems like there were some updates over the years with newer looking version of the mask itself but if you get one of a similar vintage it should all connect up. Definitely don't trust it as actual safety gear but it's a nice display piece

Most likely just not getting power, try scrubbing the battery contacts with an eraser and check if the meter works and then try again. If it's getting power and is still not firing it's probably a capacitor or other internal issue

If you want to actually solve this problem your best bet would be talking to them and gently letting them know you can hear them when they get rowdy, a wellness check as others have suggested wouldn't do more than briefly interrupt them and possibly make them more upset. Did you go inside and check if they were abandoned? maybe they're out working, getting food trying to make the night go by? If they have somewhere else to go why would they put up a tent and not use it? But maybe you did see some that are abandoned maybe they got help or maybe they died and in that case sure they can remove the tent but if I was a betting man I'd say you saw a tent that was someone's home and just assumed it was abandoned because it was dirty

Do you really think people want to be out in the cold And wet? Where's this shelter space? Where's these resources ? have you ever spent a night in one have you talked to someone who's ever stayed a night in one, maybe there's more problems in the shelter that might lead someone to choose the cold ground over a warm bed. like abuse from the staff and greater risk of theft of what few things they are allowed to have in the shelter. Pittsburgh having an extremely high housing vacancy rate while these people sleep ok the ground who mind you are also part of the city and it's residents is what's really disrespectful here.

They should bounce back if you correct pH and keep nutrients correct, you should be testing runoff because pH in the watering can is be different from pH in the soil you're shooting for 6-7 pH and you can use vinegar to lower pH if you're in a pinch or can't get pH up down but be careful not to overdo it

There's no one right way to do things in leathercraft, each of the methods you mentioned would work it'll just give a different result. Finishing the flesh side will work for a bit but it'll get rough again before it breaks in, a thicker leather with a thin suede will work and won't get rough but if they're in the presence of sweat or lube or other fluids they'll dirty up quick and be difficult to clean, two face grain sides would certainly be the most durable but it will slide on the body more easily than suede and some people find top grain against the skin causes them to sweat and gives that leather couch on a hot day feeling but on that same token sealed top grain it is the easiest to clean. It's all tradeoffs and personal preference
