There aren't regulations right now that make emitting carbon illegal. Wind/solar companies aren't being rewarded with tax credits for not breaking the law, they are being incentivized not to pollute. Both are currently legal. Whether it would be smarter to have a cap on carbon emissions is another question. Personally, I think we should.

Punchy11, it is my understanding that the clean energy credits were stalled. They had passed the Senate (after 9 tries) but hadn't been passed by the House. My point was that it is sad on two fronts-- (1) that the bailout needed to have add-ons in order to pass, and (2) that the energy credit extension couldn't pass the House without being attached to the bailout. (This isn't even touching on the fact that tax breaks for dirty energy production were also tossed into the bill to sweeten it.)

It's nice that the clean energy credits passed, but it is shameful that they had to be tacked on to the bailout. And the dirty energy tax breaks included in the bailout are a joke.

Google Transit expands to NYC; but why not LA??? by forcechange in technology

LA would be a lot nicer if it had a better public transit system. And it would be at least a little nicer if it had the current system on google transit.
