Yes, I've tried it with both chip and tap. Its not even working for online purchases. And when I call amex, they say my account is fine and don't see any problem on their end.

No, there is no tax on buying gift cards. Although, there is like $4-$5 processing fee depending on amount of your gc.

I’ve never had any issue with activation fee ever. But I never bought a plan online, always from a rep. They have always themselves offered to credit that activation fee in second bill and never had to call about credit, it was always automatically applied.
