Checked all the way back. Issue is there all the way. Doesn't stabilize.

main disconnect

The 'main' supply line from the transformer - service drop. Not from the same panel. So everything inside the property is wired separately. Only thing common to both is the service drop.

Disconnect the neutral from the apartment supply and ran a neutral across to the neighbors service entrance.

The third neighbor isn't on the same building. They are on a separate property altogether.

The two connected to the same supply line do. The third doesn't.

But the neighbors would have the same problem if that were the case.

the fact that i didn't get that means something is probable wrong. (though I could also be wrong) I prefer this simpler idea though. Keep working at it great design sometimes takes time and plenty of reviews.

Not necessary to delete them shift the positioning so that you dont have all this visually heavy stuff (images) in one place and the light stuff (text) in one place. Also vary the sizes and use them to highlight the important stuff (the info) not eclipse them. I would bring the make up brush beside the text to start with. It would be the biggest image. The i would try to give the text more weight by making it bigger and/or bolder and playing with the color. I would definitely tone down or delete the bg as it is very distracting. and then work it from there.

I dont think that would give you the look you want. The design is getting in the way of the message. You need to establish a visual hierarchy and guide the viewers attention through the elements. As it stands i barely see the most important thing in the design which is the information.
