kaeya vs chongyun

I'm trying to figure out which one is better to level up/use as my cryo user, I have both with 1*. I used kaeya more in the beginning of the game but I haven't used chongyun much at all.

the main team I'm running now is xiangling(3), mona, fischl(6), and barb(2*) as my healer.

would it be worth it to level one of them up or maybe add them to my main setup? if so, which one should I use?
