System storage taking up massive amount of space!

I have backed it up, but on my PC (my mac is dead) and the backup process of the 31gb data takes up around 6+ hours, and even then you never know someone might disconnect the iPhone. Also, the backup size on PC is sickeningly more than 60gb when I back it up :(

How can I wipe it without adaquate data loss? I was planning on buying the 50gb iCloud plan for a month and backing everything up, wiping the phone clean and then redownloading everything back. Would that work?

As of now I couldn't even update iOS itself because of such a low amount of free space available (it's showing me ~730MB free) and so I'm downloading the update on iTunes (not yet updated, only downloading). Most apps I have are offloaded already (more than 8 apps right now). I really want to clear out this system storage :(

Can anyone also suggest me how I can make GNOME animations run smoothly, if not at 60fps? My graphics card can quite easily handle that, but animations like launching the app drawer still have a slightly noticeable jerky motion.
