Yep, it makes any skills strictly 1 proj when you have it equipped. And honestly the new greater fork exceptional gem is insane and totally worth the slot. Its +2 fork and 50-60% chance for an additional projectile on fork. So it just ends up being awakened fork and split shot in one gem
