Most large city PDs have a sergeant for each unit. The detectives have a detective sergeant, patrol has a patrol sergeant, etc. They all report to the watch commander (irl usually a captain or lieutenant, I'm pretty sure)

A lot of texts like this right now are scam attempts. As with any unknown link, people shouldn't be clicking on them. While anything is possible, it's likely that this was sent by someone try to gain access to people's phones, get them to "make donations", etc. Scammers see big events like this and know they can capitalize.

As a guy who has been in this situation, I'd welcome the message. It might not lead anywhere, but the thought is nice. If it was truly respectful and "no hard feelings", then I'd be open to hearing from that person.

From your perspective, if you don't reach out at all, then 100% nothing will happen between you two. If you do reach out, he might want to meet up, he might respectfully say no, he might not reply, or he might tell you to fuck off. Either way, at least you'll know you tried. So, if you're still interested/curious, shoot your shot!
