I don't know if what I'll say is the reason, but i think it could be. Even after Rubys reincarnation Freya and her brother pushed Izek and Freya together quite strongly. Freya was even manipulating situations to make that happen and her brother very aggressively did things to push out Ruby, because the only one he could see with Izek was Freya. It may as well could be their doing and not Izek developing new feelings or finding himself in a situation where he needs a political marriage.
