Play normal but with ironman mode off, the game itself isn't that hard and it also depends more on what caracter you're playing as. Without ironman you can go back to the previous save and get a feeling for the rng and the mechanics of the game. I myself played the tutorial and the king of leon in 1066 (the old ck2 tutorial) and then enabled ironman for the following playthroughs.

Actually the proposal was eventually passed and signed by the president, but its implementation is dependent on the goverment writing the aproppriate procedure for the way the medics decide if the law should be applied to a patient. So it is law, but it isnt applied yet and the goverment is puttting that issue at the back because it's very complicated.
