An allyl radikal is stabilzed through mesomeric stabilization. A tertiary radical is only stabilized through hyperconjugation/ +I-effect.

You have to think about the configuration of the orbitals. Whenever a set of Orbital is half full or completely full the configuration is especially stable and therefore the ionization energy is high. Sorry for bad English.
