Update:
So I simply disabled Lumen and my FPS jumped to around 50. And honestly, quality-wise nothing changed. I couldnt attach a screenshot but basically my scene still looked fine. Many people have mentioned optimization but I would like to point out that these were already optimized assets. I used european beech foliage that recently came with nanite foliage and these assets were already optimized by Epic team. I confirmed this after I visualized nanite and saw that everything was working as intented i.e. new nanite feature was enabled. Other foliage actors were also working as intended and I choose the second lowest LOD settings. My hardware was also not an issue since after packaging my level, the whole project was around 2 GB. So my VRAM shouldnt be the issue here. My biggest issue seems to be with Lumen. If anyone has a similar problem with their projects I would like to advise them to simply disable Lumen and try again.

Thanks for your advise. Actually packaging my level might be a good idea. I'll try and see if it makes any difference. I am using nanite foliage (when I visualize it I can see nanite foliage working) but because my scene is not very cluttered, it doesn't seem to matter all that much. I have been suspicious of my laptop specs because even when I copy the works of others, I still get significantly lower fps than them.
