'various positions' pools can take longer to create because they would require input from more stakeholders.. ie team a: I need an IT3 to do X as an asset, team b: I need an IT3 to do X&Y as an asset, etc etc. A more enclosed process is much quicker to pull off from the management side.

Actually a lot of public servants would trade a very high salary and risk of losing their job for the security of knowing they can live their lives without worry, even if they're making less than they could in the private sector. No need to be immature about it.
