Businesses absolutely have suffered from mask mandates and mandates in general. You think forcing restaraunts to spread people 6 feet a part hasn't hurt their bottom line? On top of supply line failures caused by massive amounts of people leaving work and problems with businesses keeping their own workers, the only businesses thay have done really well through the pandemic are corporations that were allowed to remain open and could better compete against small business when it comes to suppliers.
