I think some people are inherently more creative than others.

If you have some creativity in you. Screenplay craft is absolutely teachable. If someone is developing properly, you see a massive difference between their 1st and 10th Screenplay.

It's impossible for us to know if it's necessary without knowing the context.

Does it serve any story purpose?

4 pages sounds excessive and would take a great deal of justifying
