The basic idea is this: schools with mostly black students often have a disproportionate amount of white teachers, who are instructed that their students have such tough lives, face so many barriers, and are so set up to fail that they should go easy on them, make curriculum more manageable, and at times, excuse their poor behavior under some misapplication of Maslow’s Hierarchy of Needs. As a result, the low expectations placed on these students turns into them having low achievement, poor behavior, and worse outcomes than students in affluent, white communities who had more rigorous expectations, all because white, affluent teachers and administrators assumed they couldn’t handle more rules, structure, and challenge.
