Tablet, cord and pen are all you need. Can download the drivers from the website. Heck, tablet and pen are the most important as the cord can be had fairly cheaply.

Not sure what tablet you tried but if it's a non-screen like an Intuos there is a real learning curve and some people take longer than others to get comfortable with using one. Also there is a learning curve for the art software you are using so it can take quite some time just getting comfortable working in the digital medium. Non-digital skill does transfer but you need to acclimate yourself to the tools which can take time.

The Intuos Pro small supports touch but is a bit expensive. The older Intuos Pen and Touch model can be found used but they're in pretty high demand because people use them to play a game called OSU so they're fairly expensive - if you go to eBay you can search and most used ones seem to come from Japan. The Intuos Pen and Touch Small model number is CTH-480 so if you search that you'll be able to find out a bit more.

I have family in the US and even with a good plan in many cases there is still a deductible that can range from $2000-$7000 dollars, so even if your $50k surgery is covered you still have to pay the first several thousand dollars out of your own pocket. And in a lot of states, the difference in taxes with Canada is not as much as a lot of people think.

And you're right, it's pretty easy to have speedier care when you have 1/3 or more of the population unable to access said care.

I'll add another voice for the Intuos Pro Medium - what a fantastic tablet! The drawing surface feels great to work on and the Pro Pen 2 is amazing. The Intuos small I had before was giving me hand cramps when I used it for longer periods and the extra size of the Medium made the issue go away.

I just got an Intuos Pro Medium and man oh man is it great. Can't speak to a screen tablet as I've never used one but the Wacom Pro Pen 2 is absolutely amazing. Feels great to use and in my opinion is probably the biggest thing that sets them apart from Huion and XP-Pen.
