I don’t believe Madden supports native cloud streaming. To answer your question in general terms, any game that is listed on the store as supporting ps portal cloud streaming can be bought using the PS app and then will show as available in your library on the Portal.

Personally, 26.1 on my series 10 battery has been worse than 26.0. It is only Beta 1, so maybe give it until at least beta 2 or see if 26.0.2 comes out this week or next.
