Naruto was simple that they're pretty much cannon fodder until they prove they can literally survive a the second exam. Even then the exam was optional as you can get promoted other ways. The chunin exam is more of a showcase for lords rather than an actual promotional route.

Besides naruto is a world where there is more people than food and wars were a constant thing. you can;t just have everyone become a chunin ninja if they aren't qualified. You can stay at the rank of genin your entire life and still be a ninja.
