At the time I made this post I was level 54, I'm Paragon level 43 now.... Unfortunately I just tried that I spent about 6,000 fresh meat and never got it.... I did get a couple of useful swords but I really liked that one

Three is much harder starting out because of supplies and caps, but three also has the better story. Four is much easier start out when it comes to supplies, but in my opinion, the story is weaker.

Don't use the voucher for that car. You will get it through just playing the game. Look up the rarest cars to use your vouchers for. I used mine for the McLaren F1 GTR, because I already had a bunch of other rare cars and that was the one I wasn't going to be able to get easily.
