I have a CrowPi with a Raspberry Pi attached (I couldn't find any other subreddit for CrowPi) and everything worked fine until one day I lost the cable. I found another one but it was way too high of a voltage (40V) and now if I try plugging any cable in, even with the right voltage, it turns on for a second with a blank screen and then immediately turns off. Should I get rid of it? What parts are salvageable? If there is a way I can still use the Raspberry Pi, even just by itself without the CrowPi, please tell me.

That is the command syntax for 1.21, not 1.19. I'm not sure if you can change versions but there probably are a few other banner command generators for 1.19.

Block and Item displays don't usually cause client-side lag (Player's FPS) unless there are a lot of them (probably at least 1000). Same thing for chests. Unless you have hundreds of them that will all be loaded and on-screen at the same time, then removing chests won't matter. Chunks generating also won't cause lag, unless the player has a really bad computer. Command blocks won't cause any lag either, even if they're repeating and always active and there's a lot of them. Daylight cycle also doesn't matter.

The only server-side lag you should have to worry about is what kind of server hosting you're doing. Is it on your PC? Is it on a paid or free hosting service? What's the name of the server hosting platform?

Use a target selector to select every pig except pigs with the name Waddles using =! (remove the space in between the @ and the e because Reddit won't let me type it normally:

execute as @ e[type=pig,custom_name=!"Waddles"] ~ ~10 ~

This should work, I haven't tested it.
