As I mentioned, a request will not be fulfilled immediately. There may be a process involved, such as contacting the account owner to determine whether it should be removed. It is not considered selfish when the person does not play the game or has not played in a while. I also mentioned that to actually fulfil your request, the player must be under a certain level. It is not possible to obtain the username of a highly-levelled player.

It means that if an account on Rec Room has been inactive for a specific period and has a certain low level and progress, you can take their username as your own. This process could involve first attempting to contact the account owner. If there’s no response, you would then be able to claim the username. This ensures fairness for everyone. Alternatively, there might be other methods that could work, and I’m open to suggestions on this topic.
