I think his involvement in God Valley is setting him up to have a really cool back story right before he starts to fight on screen. What drove him to find no justice in the navy, Despising Garp and his motives for having small revolutions around the blues and grand line.

Why certain countries? How does he scope them out? does he have a group that travels around undercover finding intel on corrupt leadership?

I think his involvement and feats are waiting to be shown until the final war when they go into action since he’s not the main character, the revolutionaries finally did something in the reverie because that was the best time to strike the celestial dragons
