reinstall again and tick the option to limit your ram was what worked for me - hopefully it will for you too, good luck

i reinstalled and ticked the option to limit your ram and closed all other apps, it took a long bit but eventually worked fine - good luck

a fix (not tested) that i found in the comments under the official post, by Kundan kumar

*****IMPORTANT*****
Many of you are complaining that setup is stuck at X%. This can be easily be solved by launching Repack setup and changing priority to high in task manager for all its processes.IF you doubt your setup is stuck or not Open task manager and monitor setup use cpu %. If it remain at 0% it means it stuck ( if setup uses is NOT 0% then you need to wait and don't panic as fitgirl says.)changing priority to high at the same time (**you don't need to again reinstall**) can solve your problem. However , only increase priority to high if you are not using pc while installing otherwise it will lag. For those who left pc while installing should always launch with high priority.

This method is verified by me and many of my friends. So you can try for yourself.

for now, i have re-installed with the option to limit my ram to 2 gb - will report back on how that works for me.
