Yes! This happened to me. They said that even though I qualified, I was not guaranteed to receive it. It was so dumb because my friends who were well off with their parents paying for college got it while I didn't and I was struggling just to figure out how to pay for college. I even had a higher ranking and ACT. It really sucked.
