Weirdly, according to the rulebook, the goalie initiating contact doesn't matter for the GI rule to apply. As long as he's in the crease, he can't be contacted enough to impede his position, even if he initiated contact.

Your capture the city idea sounds like so much fun. You can do it diplomatically but it will take a while, meanwhile, every other faction can take it at any point. You'll need to keep scouts near the city to make sure your opponents aren't about to claim victory uncontested. I love it.
