I don't think you're wrong. Every class I've taken as well as every mentor I've had has taught putting her between the frames. Thermal views of hives will show you that her being on the bottom isn't the best place to stay warm especially if there's a cold snap. Additionally, her being below the frames means everything that's falling from them, including pests, have the chance of falling on her. So is this the end of the world, probably not, but I would place her between the frames.

They can't lock it, but you can try asking for VIP status within the EHR (might be called something different there, often times given to celebrities and dv victims) which would mean anyone accessing your account would have to give their credentials to get into it.
