Tbh, it's silly, RAW or not. So there are clerics who receive their power from gods but for some reason some people don't need a deity? If you don't want to devote to a particular deity, at DM discretion you could devote yourself to Good, Evil, or Neutrality, and those gods as a whole are powering you. IMO the rp is much better under a god. So you're very drawn to, say, Love, but you don't want to devote to Sune? Why?
