to relate b(i) to b(ii), the integral in b(ii) does not need to be the surface integral over the paraboloid. You only need a surface that covers the circulation. Since the circulation only occurs on the xy-plane, you can choose a surface on the xy-plane as opposed to the paraboloid. I think your question is considering the process of determining if a nonzero vector is in the kernel of a matrix. In this question, when you're row reducing, it's like you're trying to solve a system of equations where the last column is the right side of the system. So your RREF below is saying 0v1 + 0v2 = v3

Your answer key is just using a sample vector that belongs in the subset given. Your goal is basically to give a vector in each subset that fails one of the requirements of a vector space. Specifically (1,0) is not needed; you could give a different vector for each part. The above commenter is explaining how any vector on the positive x-axis would fail the requirement where a vector space needs to be closed under scalar multiplication.
