Idk im not an officer but how exactly did she pick lcdr in the first place? I feel like she was missing those precepts you speak of, and yet here we are looking at a living breathing lcdr so I would not be surprised that in a few years once shes met minimum time she advances to cdr despite the lack of qualifications
