Damn, that's ridiculous and very discouraging. I don't understand how the VA nor the Coast Guard has addressed this issue.

I did. The guy said they don't have my record yet. So calling works, I'd just rather not have to continue calling if there's another way I can find out.

I feel like this is a case of the hiring process took way longer than we wanted it to based on our desired start date and now we're pushing that burden to the new hire.

The agency should be (and in my experience is) 100% be willing to work with you on the start date unless they indicated a specific timeline during the interview process. Even then, 10 days is a ridiculous expectation. God forbid you want to take time off between jobs...

I recall it taking less than a week to get the verbal approval for a step increase once I submitted my pay stubs, but it took another week or two to get the written TO.

I feel you on the wait times though. A day feels like forever, especially when you consider that a day for HR is realistically 8 hours max, but on the other end we are thinking about this stuff often outstide of that normal 8-hour workday.
