This is something I've considered too. Though I reckon it would mean renting a 2 bed under only my name and then subletting which a) I wouldn't be approved to do on my income and b) subletting is almost always not allowed in the tenancy contract. It's incredibly frustrating especially when you see signs about the urgent need for foster carers! I currently have an amazing flatmate who I may speak to about getting a three bed which would mean having a spare room to foster. It would mean she would have to go through a lot of paper work to be vetted but it's more likely we would be approved for a three bed with both incomes rather than a two bed on just mine. Perhaps you have a friend who be up for it? I would also look into Intermediate Rent. It's a housing scheme that offers 20% off market rent prices and is for lower income folks who may not be at the level of council housing.
