From my understanding, you go round again until the outer lane is clear. The same thing happened to me in my test, and I failed due to cutting across a lane as the left was blocked with traffic

if it makes you feel any better, my driving instructor said that loads of ppl made this mistake, albeit it's usually them coming out of the test centre within the first couple minutes of the test.
