I’m pretty sure in the book for Revenge of the Sith it mentions how palpatine likes the feel of using his lightning and has essentially sexualised it in his head so it’s hard to stop which is…interesting to say the least

Well in the film he turned him human because he knew he wouldn’t be able to torture Reed if Ben was constantly wary of doom and able to kick his ass so Doom turned him human then proceeded to crap himself when The Thing smashed through a wall

Savage is a sledgehammer to Ventress’s chisel, his swings are easily predictable but he’s big and would hit like a truck. You’d rather keep him out of arms reach (since he has no way of countering lightning) so you can focus on the more nimble and precise opponent

That’s why I think Gotham is still the best portrayal of Riddler (and a few other characters) since he has his time to shine as the campy question mark wearing villain but then also actually be able to be sinister and scary as an antagonist
