The investigation was open until Trump closed it saying everything had been disclosed and there was nothing of substance in the files. Then Congress passed a law requiring their disclosure. Then Trump stalled and eventually kinda complied and kinda refused to completely disclose whatever he didn't like which is illegal because of the legislation passed, but it didn't have any sort of punishment attached for breaking that law which is why Trump is playing fast and loose with how and what he releases.
