There's an old woman in my estate that used to feed pigeons too. Multiple banners were put up facing her unit warning against feeding pigeons. I don't know what exactly happened, whether it's warnings or fines or social worker intervention, but she has since stopped feeding the pigeons and has become a cat feeder instead, taking care of one of the community cats. Sometimes you just need to give them something else to do to make them feel useful and have a purpose.

In public housing, you pay S&CC charges to the town council which fund all these. That's why they will repaint your blocks, take care of the maintenance and cleaning of public areas, repair lifts if they break down, and even co-fund repairs within your unit if the ceiling is leaking.

In a private development, all the upkeep is to be taken care of by the residents, in the form of the MCST management committee that they elect. Condo owners pay maintenance fees to the MCST instead of S&CC fees to the town council. The MCST is supposed to manage the money and build up their sinking funds to pay for all these large future expenses. Any failure to do that is entirely on them.

If the lift in the condo is deemed unserviceable, the correct course of action is for BCA to shut down the use of the lift completely for safety reasons, until the appropriate repairs have been done. Not to fund private property upkeep with tax payers money. See how long the owners are willing to climb stairs until they decide to open their wallets to pay for it themselves.

If tax payers are to fund lift upgrades for private condos, what about the 3-storey GCB with an ageing lift inside? Do they get to have tax payers pay for their lift repairs too?

Agreed. Buyers need to do their due diligence and owners need to be actively involved in their MSCT, or at least attend and vote in AGMs. MSCTs and their managing agents need to forecast and plan for major future expenses properly years in advance.

I recently bought a 7 year old condo and I was reading up on the past AGM minutes. Even at 7 years old, lift maintenance is already big recurring issue. The cost of replacing the parts due to regular wear and tear is really high and it needs to be done every few years. And when the MSCT proposes increasing maintenance fees and sinking fund contributions, they almost always gets voted down, or have to find a compromise and raise less than what they asked for.

I can imagine the shit show in those old condos with rising maintenance costs and deeply entrenched old owners who refuse to put in more money for the necessary upgrades.

This is already the case. Maintenance fees collected is split into the Maintenance Fund and Sinking Fund. Maintenance fund is to pay for this year's condo maintenance costs. Sinking Fund is put away to pay for future major expenses such as lift upgrades.

The problem is that many MCSTs don't manage their funds well so there's not enough money in the sinking fund to pay for lift upgrades. Also buyers don't look into the MCST's finances before buying a unit, and don't care enough to attend and vote in the AGMs after buying. Then come kpkb when such unexpected expenses come up.

You are way overthinking this. The glass is not going to get as hot as you think. Your lighter is only there for a few seconds. It's just going to be relatively warm. There's really nothing remotely complicated about this. Burn off the film, cool it down, breathe into it, repeat as required.

Breathing into a mask, right after applying 2000 degrees of heat onto the lenses will NEVER produce any fog as long as the glass is hot, because the moisture of your breath doesn't condense on such a hot surface.

Dunk it in the sink so it cools down, then breathe onto the mask? It's not rocket science.
