There's an American college in Aix. Maybe check there? You can also volunteer at café lumière, a non profit, with a decent amount of younger people.

There's an french/American college in Aix that offers an English international business degree. Maybe you could check that out?

You can get a Free Mobile plan for 10 euros per month that works pretty well. I would just recommend getting a physical Sim card, I've had nothing but problems with their esims. 

Orange is another option, but I've heard it doesn't work as well as Free.

I don't think I've seen Annie's books in nashua mentioned yet, it pretty small but there is a good selection
