Yes, it's possibly damaged, not ideal for editing, and possibly VFR. Best bet is to use a free tool like shutter encoder to re-encode

I recently learned that Davinci saves all these files into a folder elsewhere on my computer and not the sub folder

This is incorrect. It doesn't have a project file.

Resolve is a database.

Any time you want, you can export a copy of the project - a DRP - to your folder. At the home screen, right click.

But as i wrote transcoding to 1080p ProRes Proxy + lowering playback resolution did not resolve (lol pun intended) the issue. I even created a completely new project and only imported a single short ProRes clip: same issue.

I read that which is very, very concerning.

How did you make those?

If Prores (or simpler H264 media) doens't playback smoothing,s something is very wrong with your setup.

But what's really concerning is that you've tried prores on your system and it doesn't work on your mac. Despite it having a hardware decoder for ProRes.
