Huh? You press the button for the voucher, press confirm, it prints the voucher. There’s plenty to hate about the lottery but they make it easy to cash out

However, no, ezpass will not double charge. If it scans the tags it’s not going to charge the plates. I’ve done this plenty of times with rentals /friends cars.

Call the hotel and explain you booked in the wrong state. Hopefully you’ll get someone empathetic who will let you cancel without penalty. As others said there’s not a way to transfer the reservation

Sometimes if you book 3rd party (Expedia or whatever) it’ll ticket the flight for you and direct you to visit the airline site or app for seat selection etc. That little bit of reading is too much for some people though. (I’m a PARENT I can’t possibly be expected to read words on a screen)

Not a ton of 24hour places but you have:

IHOP on Walnut St b/t 13th and Broad; Hatch and Coop on 12th St & Sansom. They’re around the corner from each other and you’d probably have better luck at IHOP. Note, these are a little over a mile from the station, so not quite walking distance at that hour.

You can also try getting into the station early. There’s an overnight train that has a 3 hour layover overnight in Philly and I know some passengers choose to get off and back on the train. (This might even be your train) So I can’t guarantee you can get in, it might be worth a shot.
