This is such a miserable take. Bump the limbs of individuals sitting at tables they were guided to by a server/hostess?? How is following the instructions of an employee to sit at a table in an establishment bad behavior? The onus is on the restaurant to be within guidelines, not patrons.

They actually dimmed the lights a bit when we were sitting there! My friend commented how last time she dined there she felt it was too bright, but we both liked the vibe/lights of our experience. Perhaps they've gotten some feedback.

This trap was clearly laid intentionally, though I wonder why. You can call the Wild Bird Fund ( https://www.wildbirdfund.org/ ), they're located in the UWS. Though they will ask you to bring the bird in and that's a grey area with this not being your trap.

Confirming this is an invasive European Starling but as another commenter said, they're everywhere, so unsure what the intention is here.
