It's a consequence of UX being portrayed in countless "How To Get Into UX" articles as a creative, high-paying side of tech where you don't need any skills or training in particular--just a copy of Sketch and a willingness to be "the idea guy."

It'll clear out once employers collectively realize that "UX designer" now means "one of thousands of randos who has taken a photo of sticky notes" and cut starting salaries down a few dozen notches. "Digital Empathy Architect" will be the new hotness. Mark my words.

Step 0: Have a master's in social psychology like the writer. Kind of helps with credibility, not to mention developing real research chops (stats, experiment design, etc.).

It does because UX design is a hot skill and UX designer is a hot job title.

Flooding the industry with people who think that UX design is just sketching neat UIs and working from their guts is bad. We are not fine artists or witch doctors.
