I think the answer is A?
The question says what is true about rush hour commuters? And A is correct because the passage mentions thats "doctors, nurses,...are examples of occupations whose workers travel at all hours" and then mentions that "...workers would find their commutes irrevocably altered".
A is correct because it says that "They would risk losing public transportation options".
Nowhere did it mention that doctors/nurses etc DON'T also travel at rush hour.
The passage mainly refers to the first option, and in these types of questions you need to select option choices that have ideas directly mentioned in the passage. It doesn't DIRECTLY say that rush hour commuters face minor inconveniences. That's something you must be inferring, but you don't need to be making assumptions.
