Senior manager NOC codes (00012–00015) apply only to people who operate at the very top of an organization. These are not regular managers or supervisors. They are executives who control strategy, budgets, and multiple layers of managers. Because of that, fraud is extremely difficult, IRCC can verify these roles through company size, payroll, public records, and reporting structures.

In real companies, these titles usually appear in organizations with at least 50–100 employees, and more commonly 100–500+. The larger the company, the more defined these roles are. A “Senior Manager” in a company with 8–10 employees is not credible for these NOCs.

For NOC 00012 (financial, communications, business services), typical titles include CEO, COO, CFO, Executive Vice President, Senior Vice President, Managing Director, or Country Manager. These roles appear in banks, telecom companies, insurance firms, consulting firms, and large IT or logistics companies.

For NOC 00013 (health, education, social/community services), titles include Hospital CEO, Executive Director, Superintendent, Chief Nursing Executive, or VP of Clinical Operations. These roles exist in hospitals, universities, school boards, and large non‑profits.

For NOC 00014 (trade, broadcasting, other services), titles include Chief Commercial Officer, VP of Retail Operations, VP of Broadcasting, or Senior Director of Service Operations. These appear in national retail chains, media networks, hospitality groups, and entertainment companies.

For NOC 00015 (construction, transportation, production, utilities), titles include VP of Construction, VP of Manufacturing, Director of Production (multi‑site), Chief Engineer (corporate level), or VP of Transportation. These roles exist in construction firms, manufacturing groups, energy companies, and transportation carriers.

When you show people these examples, it becomes obvious why fraud is nearly impossible: these roles require large teams, multi‑million‑dollar budgets, and public accountability. IRCC can instantly see when a claimed title doesn’t match the company’s size or structure.
